A system and a method for informing a called subscriber on the phone of lot specification are provided to inform the called subscriber on the phone, among M2M(Mobile to Mobile) subscribers, of the lot specification in order to induce reception, thereby providing expectation effects capable of receiving a lucky message. A tool server(100) extracts subscribers through a simulator and requests a corresponding HLR(Home Location Register) to inquire state information of the subscriber. The HLR(200) receives the request to inquire the state information of the subscriber from the tool server(100), requests an exchange(300) to inquire state information of a corresponding number, receives the state information and transmits the station information to the tool server(100). The exchange(300) receives the request for the state information from the HLR(200) and transmits the state information to the HLR(200). An SMC(Short Message Center)(400) receives the corresponding number from the tool server(100) and transmits an SMS(Short Messaging Service) to a corresponding subscriber.
