<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of stably forming a high-quality image by solving a problem caused when a flying developer regulating member is arranged in a developing area. <P>SOLUTION: The image forming apparatus is equipped with: an image carrier 1 on which an electrostatic latent image is formed; a developing device 10 having a developer carrier 11 rotating while it is opposed to the image carrier 1 in non-contact therewith and carrying and conveying developer, and forming oscillating electric field between the image carrier 1 and the developer carrier 11 to make the electrostatic latent image formed on the image carrier 1 a visible image; and the flying developer regulating member 12 disposed near a point where the image carrier 1 and the developer carrier 11 are the most proximate to each other.
