An apparatus and a method for managing an address for a mobile SCTP(Stream Control Transmission Protocol) handover are provided to allow users of mobile terminals to communicate with each other anywhere regardless of network mobility support. In an apparatus for managing an address for a mobile SCTP handover, a link layer(102) generates a link layer handover finish signal representing a link layer handover finish and an electromagnetic wave intensity signal including relative electromagnetic wave intensity information. An IP address acquisition module(103) generates an IP address acquisition finish signal during a new IP address acquisition. An mSCTP module(108) performs at least a new IP addition and erasion function. An address manage module(101) manages by receiving the link layer handover finish signal, the electromagnetic wave intensity signal, and the IP address acquisition finish signal. And, the address manage module(101) determines the time of performing ADDIP, DELETEIP, and Set-primary IP based on the result and transmits the determined result to the mSCTP module(108).
