PROBLEM TO BE SOLVED: To save energy in an open type cold/hot water circulation system using a heat storage tank, and to save energy in a fluid conveying system. SOLUTION: This pseudo-closed type cold/hot water circulation system is constructed to eliminate an actual head by maintaining a piping inside of an open system portion under a vacuum condition, in the open type cold/hot water circulation system using the heat storage tank, in an air-conditioning heat source system, so as to reduce total capacity of circulation pump power due to constitution of the cold/hot water circulation system of low pressure loss. The fluid conveying system of low pressure loss is constructed by maintaining the piping inside of the open system portion under a vacuum condition to reduce total capacity of conveying pump power, so as to constitute fluid conveying system of low pressure loss, in the fluid conveying system.
