PROBLEM TO BE SOLVED: To provide a low carbon high manganese clean steel which has high strength and corrosion resistance and excellent toughness, workability and weldability, and which contains Se in a low content; and a method for manufacturing the same. SOLUTION: The Ca-treated clean steel (1) contains, by mass,≤0.08% C,≤0.015% P and≥1.0% Mn, and has excellent resistance to hydrogen-induced cracking, and in the clean steel (1), the contents of S and Se are≤0.0010% and≤0.00010%, respectively. The method for manufacturing the clean steel (1) comprises using metal manganese containing Se in a content of≤0.004% in at least 50 mass% of the Mn component of Mn-containing substances when the components of a molten steel is adjusted by adding the Mn-containing substances to the molten steel after being taken out of a steel converter. Further, in the method, metal Mn containing Se in a content of≤0.06% is used as the Mn-containing substance when the Mn-content in the molten steel is increased to 0.1 mass% or more by adding the Mn-containing substance into a molten steel in a secondary refining.
