PROBLEM TO BE SOLVED: To put a device for concentrating sea water using natural wind and solar heat to practical use so that highly efficient sea water concentration can be realized at low costs. SOLUTION: The device is provided with a rotation body 1 which rotates with natural wind and a means 9 with which sea water is sprayed to the rotation body 1 so that the moisture in the sprayed sea water is evaporated by the rotation of the rotation body 1 and solar heat, and the sea water is concentrated thereby. An ascending air current Z is generated in a green house 2 with the rotation body 1 which is placed vertically in the green house 2 so that vaporization of the moisture in the sea water is accelerated.
