PROBLEM TO BE SOLVED: To provide a fixing device having a belt-like member including an electromagnetic induction heating layer and externally mounted on a fixing roller in a non-adhesion state, and capable of preventing meandering of the belt-like member and the breakage of the end part of the belt-like member, and to provide an image forming apparatus using the fixing device. SOLUTION: In the fixing device, a medium is made to pass through a nip between the fixing roller 1 and a pressure roller 2 so as to fix an unfixed image on the medium. The fixing roller 1 includes; the cylindrical flexible heat insulation layer 12; the induction heating belt 8 arranged on the outer periphery of the heat insulating layer 12 in the non-adhesion state; and a belt regulating member 9 which is attached to the side part of the heat insulating layer 12 so as to regulate the shift of the induction heating belt 8 in the axial direction. An annular flat part 92 which comes into contact with the end part of the induction heating belt 8 is formed at the inside surface of the belt regulating member 9, and also, an annular groove 91 which does not come into contact with the end part of the induction heating belt 8 is formed at the inner peripheral side of the flat part 92.
