PROBLEM TO BE SOLVED: To provide a viscosity control device and a viscosity control method capable of performing always viscosity measurement of muddy water, and adjusting a property of the muddy water based on the measurement results. SOLUTION: This viscosity control device S is equipped with a muddy water adjusting means 1 for adjusting the property of the muddy water D, a muddy water measuring means 2 for measuring the property of the muddy water D, and a sampling pump Ps for conveying always the muddy water D from the muddy water adjusting means 1 to the muddy water measuring means 2. The muddy water measuring means 2 has a measuring tank for storing the muddy water D conveyed by the sampling pump Ps in the state where a fixed liquid level is kept by an overflow system, and a viscometer for measuring the viscosity of the muddy water D stored in the measuring tank.
