PROBLEM TO BE SOLVED: To secure protection/safety of a semiconductor laser or an integrated circuit at transition operation such as the time when power is supplied, which results from an error amplifier included in an optical/electric negative feedback loop in integrated configuration. SOLUTION: The optical output of a semiconductor laser is turned off by a forced LD-off 56 until a power supply voltage V<SB>cc</SB>reaches a specified voltage when a power is supplied, and the internal operation of an integrated circuit comes into a specified operation state. So, protection/safety at transition operation is secured such as the time when power is supplied, which results from an error amplifier 23. Here, a voltage limiting part 57 suppresses saturation of the error amplifier 23 so that safety in operation is assured when the forced off of the semiconductor laser is released.
