PROBLEM TO BE SOLVED: To prevent moisture sticking to the surface of an element coated with a hydrophilic film from flowing to and accumulating at the lower part of the surface of the element. SOLUTION: A pipe is disposed on the underside of a frame member holding the element coated with the hydrophilic film, thereby sucking and draining water accumulating at the lower part of the surface of the element. A hole is made in the lower edge part of the frame member holding the element coated with the hydrophilic film, thereby sucking and draining water accumulating at the lower part of the surface of the element. An outer frame is interspatially disposed opposite and below the lower end face of the peripheral edge part of the element coated with the hydrophilic film, thereby drawing and draining water accumulating at the lower part of the surface of the element.
