PROBLEM TO BE SOLVED: To provide a surface evaluation tool, and a surface evaluation method capable of easily performing the comparative evaluation of the surface property at low cost in a case in which the specified surface treatment is performed by a coating agent and in a case otherwise. SOLUTION: In the surface evaluation tool, a sample plate 3L with the specified surface treatment and a sample plate 3R without any surface treatment are juxtaposed, and a sheet body 4 to be rubbed against the sample plates 3L, 3R is provided. The surface property of the sample plates 3L, 3R is subjected to the comparative evaluation according to the slipping degree of the sheet body 4 against the sample plates 3L, 3R.
