PROBLEM TO BE SOLVED: To indirectly determine existing possibility of a stop vehicle on a road having stopped due to a failure, an accident or the like or an obstacle such as a falling object on the road, using information of the vehicle having a device for recording trajectory information such as positional information and a device for transmitting the information. SOLUTION: This obstacle detection center device 30 on the ground has a road device 31 for receiving trajectory information PI of vehicles, detects lane change points of the vehicles 20 based on the trajectory information PI of a plurality of received vehicles 20, and detects that an obstacle 90 exists on the road based on the number of vehicles of which lanes are changed.
