PROBLEM TO BE SOLVED: To provide a sheet feeder and an image forming device capable of accurately detecting the existence of a sheet. SOLUTION: A locking member movably arranged in the substantially horizontal direction in a sheet storage means and moving between a position for locking an intermediate plate and a position separate from the intermediate plate, is held by a holding part 52 in a state of separating from the intermediate plate until the sheet storage means is installed in a normal installation position of a device body. When the sheet storage means is installed in the normal installation position of the device body, the intermediate plate is held by the locking member in a position where a distance between the uppermost sheet loaded in the sheet storage means and a sheet feeding means 9 becomes a predetermined quantity capable of detecting the existence of the sheet.
