A device and a method for controlling a panel display in a portable terminal are provided to improve use convenience and reduce a manufacturing cost of the portable terminal by dividing one panel of the portable terminal into a display screen and a touch screen, displaying operation setting menu items to the display screen, and displaying touch key buttons for selecting one menu item to the touch screen. The panel(10) is divided into the display screen and the touch screen. A video signal processor(11) displays multiple operation setting menu items to the display screen and displays the touch key buttons to the touch screen. A microcomputer(13) sets a mode or executes an operation according to one button touched by a user. The microcomputer makes the operation setting menu items and the touch key buttons interconnected with each other by controlling the operation of the video signal processor.
