PROBLEM TO BE SOLVED: To provide a starter torque transmission device 1 with a shock absorbing rubber 9 accurately attached to the inner periphery of a ring gear 7 without having an adverse effect on the accuracy of the ring gear 7. SOLUTION: A rotor assembly which is driven to be rotated by a starter comprises: the ring gear 7 for meshing with a pinion gear 6 of the starter; a first rotor 8 arranged concentrically with the rotational center of the ring gear 7; and the shock absorbing rubber 9 connecting the ring gear 7 to the first rotor 8. The shock absorbing rubber 9 in a ring shape has an inner peripheral face and an outer peripheral face baked to a metal inside ring body 10 and to a metal outside ring body 11, respectively. The rubber is arranged between the inner periphery of the ring gear 7 and the outer periphery of the first rotor 8 with the inside ring body 10 pressed into the outer periphery of the first rotor 8 and the outer ring body 11 pressed into the inner periphery of the ring gear 7.
