PROBLEM TO BE SOLVED: To obtain a solid cosmetic having good cosmetic properties peculiar to oil-in-water type, good in portability, containable compactly, requiring no airtightness, and usable in good conditions to the last minute. SOLUTION: The solid pasty cosmetic high in firm adherence to its container and excellent in shape retainability and portability while having properties inherent in oil-in-water type cosmetics is obtained by including (a) agar-agar, (b) polyethylene glycol, (c) an oil agent and (d) water.
