It is proposed a method for using the number resource in servicing subscribers of a public telephone network and new communication systems as well as a system for accounting and allocating number resource that are distinctive by controlling the increment per a unit time interval of the following functional (??): , where Z is the number of time intervals Tp from the start of the system to the current time interval, within which the resource utilization factor (?p) was constant, N?p is the unused (undistributed) resource within the time interval Tp, Yp is the number of additional services within the time interval Tp, Dik, Djk are the volumes of the mandatory and additional services of the communication system for an arbitrary subscriber, Pi, Pj are the amounts of payment for the mandatory and additional services, ?I, ?j are the coefficients that account for distances in providing the mandatory and additional services, Em are the expenses of the operator for designing and agreeing the design of the communication system, En are the expenses of the operator for constructing the system, Eqnp are the expenses of the operator for maintaining one number per the time interval Tp. The advantage of the proposed method is its enhanced efficiency in using the number resource of a communication system.
