A powder grinding and dispersing apparatus is provided to grind powder type additives finely, to disperse the powder evenly onto the pellet type main materials, and to improve the quality of products in extrusion. The powder grinding and dispersing apparatus includes: a driving source; an electric power transmission device delivering driving force of the driving source; a dispersion cask body(10) in which power additives are ground and dispersed into pellet type main materials by the driving force of the driving source; a lower dispersion plate(30) rotating by the driving force, which has a central plane and radial dispersion channels; an upper dispersion plate(38) established on upper part of apparatus, which has a central perforation hole and radial dispersion channels.
