A flow control apparatus is provided to control the flow of a fluid by varying the opening degree of a valve hole of a needle valve by changing the height of a stepped surface. A flow control apparatus includes a plurality of needle valves(7) for controlling the flow of a fluid passing through a valve hole(8). A control unit(10) is installed so as to make contact with a lower portion of the needle valve. The control unit controls the flow of the fluid passing through the valve hole by moving the needle valve upward and downward according to the rotation angle thereof. The control unit allows a control disc having a plurality of stepped surfaces to make contact with a lower portion of the needle valve.
