A device and a method for producing alternative fuel oil for an industrial boiler are provided to easily ionic-bond the water and oil and to immediately burn the oil in a burner without preheating the boiler at predetermined temperature before combustion. A first mixer(20) mixes an emulsifying agent by rotating a first impeller(18) by receiving a mineral salt composition of 2~5wt.% in opening a first solenoid valve(13) and the water of 95~98wt.% when a second solenoid valve(16) is opened. A second mixer(30) receives the bunker C oil/waste oil mixture of 50.15~67.85wt.% in opening a third solenoid valve(23) and the emulsifying agent of 12.60~20.70wt.% in opening a fourth solenoid valve(25) and adds the emulsifying agent to the bunker C oil/waste oil mixture by rotating a second impeller(27) at the specific rotation speed. A boiler(40) receives the bunker C oil/waste oil mixture containing the emulsifying agent by pumping of a first geared pump(32) and heats the mixture at the predetermined temperature. An emulsifier(50) ionically bonds the bunker C oil/waste oil mixture received through an introducing port(50a) by pumping of a first circulation pump(42) and the water atomized in the size of 1~3 micrometers by rotating a slave shaft(54) at the speed of 1200~1500RPM(Revolution Per Minute). A third mixer(60) mixes alternative fuel oil for an industrial boiler by receiving the bunker C oil/waste oil mixture ionically bonded with the water particles of 62.75~88.55wt.% and oil and petrochemicals of 19.55~29.15wt.% in opening a fifth solenoid valve(74) and stirring the received materials by rotating a third impeller(66) according to the driving of a third geared motor(64). A third geared pump(80) pumps up the alternative fuel oil to an alternative fuel tank(90). |
