A filter for manufacturing alkaline reduced water and an apparatus using the same are provided to reduce oxidation reduction potential of water and increase pH of water while improving taste of water and absorption of water in the body by mixing ceramic balls having various functions. A first containing unit(1) has 1-99 weight % of pi-water balls mixed with 99-1 weight % of antibiotic balls. A second containing unit(2) has 5-95 weight % of ORP(Oxidation Reduction Potential) balls which are spherical mixtures, containing 80-99 weight % of magnesium, 0.1-15 weight % of calcium oxide, and 0.1-10 weight % of iron oxide; 1-50 weight % of alkali balls; and 1-30 weight % of negative ion balls. A third containing unit(3) has 1-99 weight % of super ceramic balls which are spherical crystals and manufactured by mixing 40-60 weight % of silicon oxide, 5-25 weight % of aluminum oxide, 20-50 weight % of zirconium oxide, 0.5-10 weight % of kalium oxide, 0.5-10 weight % of calcium oxide, 0.1-5 weight % of iron oxide, 0.1-5 weight % of titanium oxide, 0.1-5 weight % of hafnium oxide, 0.01-1 weight % of yttrium oxide; and 99-1 weight % of a tourmaline balls.
