The device has identical upper and lower modules, an inspection hole (5), and a conduit (1) via which water is introduced into a tank (2). A conduit (3) transfers the water in the lower module. A conduit (4) empties the water from the upper module in the lower module via a conduit (11) during the depression of the lower module. Semi-circular notches (6, 8) are placed on grooves (7, 13) for the passage of flexible pipes (14), and a conduit (10) has holes (9) at the top. An outlet (12) is provided at the exterior of the tank. Each module is covered by a covering.
