<P>PROBLEM TO BE SOLVED: To provide a content delivery apparatus, a user's terminal, a relief management method, and a computer program for relieving a view disabled period caused by the occurrence of a failure within a view permission period. <P>SOLUTION: Upon the request of content delivery from a user's terminal 13 through a network 12, a content delivery apparatus 11 encrypts a requested content by using a view permission key, delivers the encrypted content with a view period attached thereto to a request source in a downloading form, and delivers a view permission key in response to a view request from the user's terminal 13 within the view period. In this case, a user relief management unit 112 monitors failure information denoting the disabled delivery of the view permission key caused by the occurrence of a failure, grasps a delivery disabled period from the failure information, particularizes a delivery destination user whose view permission period is included in the delivery disabled period, and issues a relief right for designating a relief period to the particularized user.
