PROBLEM TO BE SOLVED: To provide a fluorescent lamp lighting device, allowing either initial illuminance correction control lighting mode or external control light modulation lighting mode to be set selectively in installation or in use, and to provide a lighting control system. SOLUTION: This fluorescent lamp lighting device FOC is provided with an initial illuminance correction control circuit ICC for setting a fluorescent lamp FL in the initial illuminance correction control lighting mode; a switchover means SM for switching the fluorescent lamp FL from the initial illuminance correction control lighting mode to the external control light modulation lighting mode, when a predetermined external light modulation signal is detected; and a control means SG so as to gradually make the light dimmer to a light modulation level of the mode after the switchover, when the initial illuminance correction control lighting mode is switched to the external control light modulation lighting mode and vice versa, and for modulating light to be set at a light modulation level, according to a cumulative lighting time of the fluorescent lamp, when the mode after the switchover is in the initial illuminance correction control lighting mode.
