PROBLEM TO BE SOLVED: To provide an embossed decorative sheet having a three-dimensional feeling and excellent from a decorative aspect, and a manufacturing method of the embossed decorative sheet capable of simply and inexpensively manufacturing the embossed decorative sheet. SOLUTION: The embossed decorative sheet is constituted by providing a concealing layer 4 on the back of a base material sheet 3 comprising a transparent thermoplastic resin flat plate 2 having embossed patterns X and Y formed on its front and back. The transparent thermoplastic resin flat plate 2 is heated and softened while two molds, which have the patterns corresponding to the embossed patterns X and Y formed on their surfaces so that the patterns are opposed to each other, are heated to a temperature lower than the temperature of the transparent thermoplastic resin flat plate 2. Thereafter, the transparent thermoplastic resin flat plate 2 is placed between two molds to be pressed while the patterns of the respective molds are transferred to the front and back of the transparent thermoplastic resin flat plate 2 to form the base material 3 and the back of the base material 3 is subsequently decorated to provide the concealing layer 4.
