PROBLEM TO BE SOLVED: To constitute a winder for winding a voltage transformer coil such that an interlayer insulation material can be supplemented timely in a short time. SOLUTION: The winder of the voltage transformer coil comprises a mechanism for winding a coil wire, a base for supporting a roll of an interlayer insulation material, a means for supplying the interlayer insulation material to the coil winding mechanism side while cutting it into a predetermined width and length, a means for guiding the interlayer insulation material to the surface of a coil under winding and inserting it between the winding layers of the coil, and a dancer roller mechanism arranged between the coil winding mechanism and an interlayer insulation material supply means and applying predetermined tension to the interlayer insulation material by an oscillation roll. In a state that the interlayer insulation material is threaded into each part, the interlayer insulation material is stopped and the oscillation roll is lowered to the lowest position, the residual length of the interlayer insulation material is calculated by detecting a variation in the height of the oscillation roll when an interlayer insulation material roll is rotated reversely by single revolution and then the number of windable layers of the coil is calculated and displayed.
