PROBLEM TO BE SOLVED: To provide an image processing apparatus which relatively judges whether it is a hemorrhagic edge or not by using a variation of a color signal at the hemorrhagic edge and can detect a hemorrhagic region surrounded by the hemorrhagic edge, an image processing method and an image processing program.

SOLUTION: The image processing apparatus is equipped with an evaluation region setting means which divides the image which represents a captured subject and is comprised of the two or more color signals into two or more small regions, sets a small region as a hemorrhagic evaluation region and sets two or more small regions in the vicinity of the hemorrhagic evaluation region as evaluation object regions, a hemorrhagic candidate region judgment means which extracts a hemorrhagic edge candidate region from the evaluation object regions on the basis of the variation of the color signals in the evaluation object regions and judges whether the hemorrhagic evaluation region is the hemorrhagic candidate region or not, and a hemorrhagic region judgment means which extracts a contour section of the hemorrhagic region from the hemorrhagic edge candidate region on the basis of the variation of the two or more color signals in the hemorrhagic edge candidate region and judges whether the hemorrhagic candidate region is the hemorrhagic region or not.
