PROBLEM TO BE SOLVED: To provide a developing device for stabilizing quality while achieving a small-size inexpensive device by decreasing the number of components and concentrating functions. SOLUTION: The developing device 13 includes a developer carrier 15 which carries and conveys a two-component developer 22 containing toner 18 and a magnetic carrier, a first regulating member 17 regulating the amount of the developer 22, a developer storing unit 16a storing the developer 22, and a toner storing unit 19 supplying the toner 18 to the developer carrier 15. The developer storing unit 16a includes a second regulating member 23 which is disposed in an upstream side in the conveying direction of the developer 22 than the first regulating member 17 and regulates passing of an increment of the developer to set a gap with the developer carrier 15 when the toner concentration in the developer 22 on the developer carrier 15 rises to increase the layer thickness of the developer 22.
