PROBLEM TO BE SOLVED: To provide a developing roll which may reduce stress imparted on toner and have uniform transportability of toner. SOLUTION: The developing roll comprises a shaft 1, an elastic layer 2 provided on an outer circumferential surface of the shaft, and a cylindrical outermost layer provided directly or indirectly via a layer on an outer circumferential surface of the elastic layer. The outer circumferential surface of the outermost layer 3 is formed into a rough surface by distribution of multiple dimples A in such a manner that open ends thereof do not overlap one another on the surface and a portion B other than the dimples A on the rough surface of the outermost layer 3 forms a remaining portion of a cylindrical shape.
