The rest drainage and venting of mobile hydrocarbon tanks involves inputting gas at reduced pressure to the tank atmosphere over a manifold-gas feed (21). The predominant part of the tank atmosphere is pressurized through the gas from a feed tank (23). The tank atmosphere is evaluated and the original atmosphere is circulated through a loading tank, feed and blower circuit. An independent claim is included for a device for performing the above process.
