PROBLEM TO BE SOLVED: To provide a moving image encoding apparatus that does not increase a code amount necessary to residual encoding with little deficiency of a predictive image in conducting compensation to generate a predictive image.

SOLUTION: The moving image encoding apparatus that conducts the motion-compensation interframe predictive encoding of a moving image comprises a motion-compensation section for conducting motion-compensation interframe prediction by referring to a reference image signal that includes image signals within an image frame and around the image frame.
