PROBLEM TO BE SOLVED: To provide a scanning line conversion circuit capable of enhancing an image quality by contriving an interpolated pixel value as a still picture to be usable for an interpolated pixel detected as a moving picture to the utmost extent in motion adaptive IP conversion processing for detecting motion information in the interpolated pixel and selecting an interpolated pixel value in accordance with the motion information. SOLUTION: The scanning line conversion circuit is characterized by including: a means for storing interpolated data in a preceding frame in addition to selection of the interpolated pixel value from in-field interpolation data and inter-fields interpolation data in accordance with the motion information; and an interpolated pixel information generating means that discriminates whether or not a region including the same pixel information around peripheral regions is present between frames, and selects interpolation data in the preceding frame as the interpolated pixel value when it is present.
