PROBLEM TO BE SOLVED: To provide a method of manufacturing a panel for information display that can accurately fill cell inside with a display medium, even when arranging an electrode on a substrate. SOLUTION: The method of manufacturing a panel for information display comprises a display medium filling process for filling the cell inside with the display medium, by arranging the display medium 3 charged on one polarity on a cell 13 of the substrate 1 (or 2), giving potential of the other polarity being reverse polarity to that of the display medium from the rear side of the substrate, applying alternating voltage on the electrode 21 provided on the substrate or an applying potential V1 on the electrode provided on the substrate, an applying potential V2 on the rear side of the substrate and setting the relationship of both the potentials to be ¾V1¾<¾V2¾.
