PROBLEM TO BE SOLVED: To easily adjust the overshoot of a control output and the delay of the control output to follow target value. SOLUTION: This device for controlling a plant comprises a controller calculating a control input applied to the plant for converging the control output of the plant to the target value. The controller determines the values of parameters for adjusting the relative rates of the change of the control output to the change of the target value according to the state of the plant, and calculates the control input on the basis of parameters with the determined values. These parameters includes: a first parameter changing the relative rate of change of the control input to the change of target value; and a second parameter changing the relative rate of change of the control output through a corrected target value provided by correcting the target value.
