PROBLEM TO BE SOLVED: To prevent the outflow of water from clearance between a fixed body and a rotary body in a hinge device. SOLUTION: A glass pane 2 is installed on a column 1 via the hinge device 10A. The hinge device 10A is composed of a base 22, the fixed body 20 having a projection part 24 and a shaft body 26, and the rotary body 30 having U-shaped plate bodies 32 and 34. Packing 40 is arranged between the plate body 34 and the glass pane 2, and has overhang parts 44, 46, 48 overhanging between the fixed body 20 and the rotary body 30.
