PROBLEM TO BE SOLVED: To provide a cleaning method for contaminated soil or contaminated water by addition/recovery of an iron powder capable of reducing an amount of iron powder added while maintaining/enhancing a quality of cleaned soil or cleaned water. SOLUTION: In the cleaning method for the contaminated soil or the contaminated water by addition/recovery of the iron powder, a heavy metal is removed from the contaminated soil or the contaminated water by adding the iron powder to the contaminated soil or the contaminated water contaminated with the heavy metal, adsorbing the heavy metal to the iron powder and separating/recovering the iron powder. The method has a first step for adding an alkaline chemical for promoting movement of the heavy metal to the contaminated soil or the contaminated water, stirring it with water and making the heavy metal in the state that the heavy metal is easily adsorbed to the iron powder; a second step for applying neutralization treatment to the contaminated soil or the contaminated water stirred in the first step; a third step for adding/stirring the iron powder to the contaminated soil or the contaminated water which is subjected to the neutralization treatment in the second step and adsorbing the heavy metal to the iron powder; and a fourth step for separating/recovering the iron powder adsorbed with the heavy metal in the third step from the contaminated soil or the contaminated water.
