Leak testing and leak-locating arrangement for use with flat roofs that are sealed with at least one electrically insulating web. At least one voltage source (12) is applied between upper and lower sides of the web. A measurement unit with two measurement sensors (10, 11) is provided with which the upper side of the sealing web can be sampled. The underside of the sealing web has an electrically conducting material layer that is connected to one pole of the voltage source. -
