<P>PROBLEM TO BE SOLVED: To provide an electrolyte enhancing high temperature characteristics, while keeping safety at overcharge, and to provide a battery that uses the electrolyte. <P>SOLUTION: A separator 23 is impregnated with the electrolyte. The electrolyte contains 4-fluoro-1,3-dioxolane-2-on and an aromatic compound, such as biphenyl or terphenyl. The content of the 4-fluoro-1,3-dioxolane-2-on in the electrolyte is 4.2-85.8 mass%, and the content of the aromatic compound is 8.0 mass% or less.
