PROBLEM TO BE SOLVED: To provide a testosterone-5α-reductase inhibitor which has a testosterone-5α-reductase activity-inhibiting action, controls the production of a highly active dihydrotestosterone, has actions for inhibiting hypersteatosis, protein synthesis failure, the blood flow rate decrease of hair follicles, and the lowering of enzyme activity levels, little irritates the skins, has excellent safety for living bodies, and is useful as a raw material for cosmetics, to provide a skin cosmetic which contains a testosterone-5α-reductase inhibitor and improves sebaceous skins, and to provide a hair cosmetic which is effective for preventing alopecia and for growing the hair/restoring the hair. SOLUTION: This testosterone-5α-reductase inhibitor contains an extract of a Zosteraceae, Zostera sp. plant as an active ingredient.
