The device has a polygonal-prism-shaped supporting unit (11) with a set of rectangular side surfaces. Plate-like wing units (12) are configured to project outwardly from each of ridge lines formed by adjacent rectangular side surfaces (11a - 11c) of the supporting unit, where the wing unit has two opposing rectangular surfaces (12a, 12b). A set of light emitting diode (LED) units are placed on the rectangular side surfaces and the rectangular surfaces of the wing units. The wing units are integrally formed with the supporting unit and made of a metallic material such as copper alloy.
