<P>PROBLEM TO BE SOLVED: To provide a non-halogen-based insulated electric wire having ample resistances to flame, wear, and flexibility and to provide a wire harness that uses the non-halogen-based insulated electric wire. <P>SOLUTION: In this insulated electric wire, the outer circumference of a conductor comprises one or more inner layer and the outermost layer. The outermost layer, which is 10-100 μm in thickness, is formed of a resin composition, consisting of 20wt.% or higher of olefin resin with a melting point of 180°C or higher and/or olefin resin, having a -Si(X<SB>1</SB>)(X<SB>2</SB>)(X<SB>3</SB>) group (X<SB>1</SB>, X<SB>2</SB>and X<SB>3</SB>are each an alkyl group or an alkoxyl group, at least one of them is an alkoxyl group). At least one of the inner layers is formed of a resin composition, containing 50-5 pts.wt. of olefin resin with a melting point 180°C or higher (A), 50-95 pts.wt. of olefin resin (B), and 30-250 pts.wt. of metal hydrate (C).
