PROBLEM TO BE SOLVED: To solve a problem that comfort of a user is largely impaired when energy consumption is controled in a single uniform way. SOLUTION: The equipment control system is provided with an equipment operation requirement input means by which the user inputs the equipment operation requirement, an environment measuring means for measuring the environment related to the equipment, an equipment operation requirement learning means for learning the operation requirement input while having a measurement value of the environment measuring means as a condition, an equipment operation requirement means for estimating the equipment operation requirement of the user at a point of control execution time from learning of the equipment operation requirement learning means while having the measurement value of the environment measuring means as the condition, an equipment control threshold calculating means for indicating a threshold of equipment control execution with respect to the operation requirement, an equipment control execution determination means for determining execution of equipment control from the equipment control requirement estimated by the operation requirement estimating means and the threshold indicated by the equipment control threshold calculating means and issuing a control command, and an equipment control means for executing the control command required by the equipment control execution determination means.
