PROBLEM TO BE SOLVED: To safely view a broadcast in real time outside a broadcast receivable area. SOLUTION: A monitor of a terminal displays an authentication data input picture (S101). An operating unit of the terminal accepts an input of authentication data (S102). A CPU of the terminal performs control to transmit the authentication data to a program reception control apparatus (S105). If authentication utilizing the authentication data by a program transmitting/receiving apparatus is made successful, a transmission permission of AV data is notified from a program receiving apparatus (S108; YES). Thus, the CPU of the terminal can request the transmission of the AV data to the program receiving apparatus, and the AV data are transmitted from the program receiving apparatus as a result. The terminal converts the AV data into a video signal and displays a video image corresponding to that video signal on the monitor.
