PROBLEM TO BE SOLVED: To provide an information display panel with which a driving voltage can be decreased while considering a balance of charging property in a display medium (color particles for a display medium) to be supplied into between panel substrates. SOLUTION: The information display panel has at least one kind of display medium comprising at least one kind of particle and having optical reflectance and charging property, sealed in a cell formed by barrier walls 4 between two opposing substrates 1, 2 at least one of which is transparent, and displays information such as an image by imparting an electric field to the display medium and to move the display medium. The display medium to be sealed is prepared by mixing a display medium having a prescribed charge amount and a display medium having a charge amount larger than that of the first medium.
