PROBLEM TO BE SOLVED: To heighten convenience of diagnosis of deterioration or contamination of a plastic surface. SOLUTION: This plastic surface diagnosis device 1 is equipped with an ultraviolet source 2 for irradiating the plastic 4 surface with an ultraviolet ray 2a, a light receiving element 11 for receiving light emitted from the plastic 4 surface irradiated with the ultraviolet ray 2a, a spectral characteristic measuring means 16 for measuring the spectral characteristic of a spectral distribution carried by light received by the light receiving element 11, a reference spectral characteristic storage means 17 for storing the reference spectral characteristic of a reference sample 4' having the same material as the plastic 4 measured beforehand, and a plastic surface diagnosis means 17 for diagnosing the plastic surface by comparing the measured spectral characteristic with the reference spectral characteristic.
