PROBLEM TO BE SOLVED: To provide an inexpensive heat exchanger superior in heat exchanging efficiency. SOLUTION: This heat exchanger 10 recovers heat by transferring heat of fluid of high temperature to fluid of low temperature to exchange the heat between the fluids having temperature difference, a heat transfer tube 11 is mounted for introducing one of fluids F2 to the atmosphere of the other fluid F1, and a porous member 15 having a surface layer portion of three-dimensional porous structure, is mounted around the heat transfer tube 11.
