PROBLEM TO BE SOLVED: To provide a softening agent for paper, capable of imparting excellent flexibility and oil absorbing properties to the paper without reducing paper strength and sizing ability of the paper. SOLUTION: The softening agent for the paper comprises (A) a condensate of a specific amidoamine compound with urea and (B) an acrylamide-based polymer having 100,000-3,000,000 weight average molecular weight, wherein the mass ratio of the condensate (A) to the acrylamide-based polymer (B) is (60:40)-(99:1), and the rate of urea condensation in the condensate (A) is 10-50%.
