PROBLEM TO BE SOLVED: To provide a rubber composition for a tire, capable of simultaneously improving fuel consumption and operational stability of the tire at a low cost, while keeping basic performances as the tire, and to provide a pneumatic tire given by using the same. SOLUTION: This rubber composition for the tire is used for a tread rubber and/or a sidewall rubber and comprises a paper fiber obtained by finely grinding raw material paper and further beating the paper in an amount of 0.5-10 pts.wt. based on 100 pts.wt. of a rubber component and a silane coupling agent in an amount of 0.1-3 pts.wt. based on the same, wherein a ratio of an average length (L) of the paper fiber to an average diameter (D) thereof [(L)/(D)] is in a range of 10-2000 and the average length (L) is in a range of 10-3,000μm.
