<p><P>PROBLEM TO BE SOLVED: To reduce interference to adjacent cells. <P>SOLUTION: It is determined by a part 12 for determining a propagation delay time threshold whether or not a propagation delay time between a mobile terminal and a base station is larger than a preset propagation delay time threshold. It is determined by a part 14 for determining a Doppler frequency threshold whether or not a Doppler frequency measured by a Doppler frequency measurement 13 is larger than a preset Doppler frequency threshold, regarding a signal transmitted from the mobile terminal and received by the base station.
