PROBLEM TO BE SOLVED: To provide a coating composition capable of exhibiting excellent mar resistance, surface hardness, abrasion resistance, adhesion, transparency, heat resistance, light resistance, weather resistance, ultraviolet light screening properties, etc., without forming an interference fringe, when coated on an optical base material having a refractive index of≥1.50, to provide a hard coat film given by using the composition, to provide a primer film given by using the composition, and to provide the base material. SOLUTION: This coating composition contains ultrafine particles which are formed by using tin-modified rutile-type titanium dioxide ultrafine particles as nuclear fine particles and applying coat layers comprising antimony oxide and silicon oxide to the nuclear fine particles, wherein the tin-modified rutile-type titanium dioxide ultrafine particles are obtained by reacting an aqueous titanium compound solution having a Ti concentration of 0.07-5 mol/L at a pH in a range of -1 to 3, in the coexistence of a tin compound having a mol ratio of tin to titanium (Sn/Ti) of 0.001-2, a constituent mol ratio of Sn/Ti of the ultrafine particles is 0.001-0.5, and a minor axis and a major axis of crystals of the ultrafine particles are each 2-20 nm.
